Long after the advent of deep space travel, a mutation was introduced into the human genome as an experiment, and the test group, unbeknownst to themselves, would end up changing the face of the planet forever. The mutation was slight, however, over the generations it grew, eventually manifesting itself into the power to manipulate magical potential. The people who had these gifts were considered miracle workers, destroyers, freaks, and everything inbetween by the people of the day. Many were jealous of these people who could suddenly wield such incredible forces, and there were a few who believed that those who belonged to that class didn't deserve the right. That they hadn't earned it. Because of this rift, those with large amounts of wealth poured that wealth into the research of mechanical 'upgrades' that humans could be given in order to place themselves above the magic users level.
Thus, the three classes were born.
The magicians gathered together, supporting each other from the persecution of the cyborgs and the fear that normal folks suddenly had to face from both sides. As generation after generation was subjected to hate and violence from all people not belonging to their own race, they each formed their own gigantic nation and fought wars on immense scales. Centuries passed and no one group came any closer to ruling the other two than when they'd begun, so they formed a pact. The pact stopped all major fighting between the groups, and established a central, neutral zone where a university system was put into place.
The University holds millions of students, and teaches every field and profession available to be taught. It encourages healthy relationships between three different races of people. Unfortunately, in its short 30 years of existence, it has accomplished little in the ways of anciently established prejudices. Some theorize it never will, but only time will tell...
